Excerpt: Japan. In this draft declaration, concrete provisions are given on issues that are critical for national legal systems on lands, natural resources, education, election, and so on. However, those provisions should be practical and flexible, since the historical and social contexts which surround indigenous people differ, and so do the legislative and judicial systems of each State. In particular, where those systems are founded on the principle of freedom and equality, the relation between the principle and the provisions in this declaration should be clearly identified and compatible.
